Responsibilities
- Organize project review meetings, evaluate and report project growth to the Project Director.
- Provide planning management training and support.
- Review and monitor the standard WBS structure and planning procedures.
- Review and monitor planning structures for Level 1, 2, and 3 programmes.
- Review and monitor monthly valuation programme reporting.
- Review and validate progress reports submitted by the contractor.
- Manage claims, EOT and delay analysis using methods such as window analysis.
- Prepare and review tender programme submissions.
- Establish programme structure in conjunction with budget development.
- Establish four-week look-ahead programmes for the on-site project planner.
- Establish and maintain earned value reporting procedures (BCWS, BCWP, ACWP).
- Be responsible for overall project deliverables and managing schedule, financials, and customer requirements with regular reporting.
- Drive process improvements to ensure schedule and cost completeness, accuracy, on-time delivery, and reduced cycle volatility.
- Coordinate schedule and cost rhythm with project teams and report management metrics to leadership.
- Coach and train employees in project management and control procedures, promoting accountability for results.
- Manage risks: maintain the risk register, lead risk meetings, identify and mitigate project risks.
- Promote digitization of project control processes and tools.
- Interface with commercial and engineering functions to coordinate project development, implementation, and control toward profitability.
- Identify and notify delays to the contractor as needed.
- Manage project records with the document controller.
- Ensure compliance with Hill International Quality, Environmental, Safety and Occupational Health policies and procedures.
- Perform other duties as assigned by the line manager/supervisor.
Qualifications, Experience, Knowledge and Skills
- Bachelor’s degree in Engineering, Construction, or equivalent; postgraduate education (e.g., MSc) highly desired.
- At least 15 years of experience in a similar role with extensive experience leading or executing project controls elements.
- Must have UAE experience.
- Extensive knowledge of Primavera P6 is required.
- PMP-SP (Project Manager Professional Scheduler Professional PMI) or similar certification valued.
- Ability to think ahead, identify opportunities, and create innovative approaches to issues.
- Proactive, well-organized, hardworking, and able to drive results with effective time management.
- Excellent leadership to chair progress meetings.
- Excellent command of written and spoken English.
