The Registration Authority’s Real Estate & Infrastructure Division is dedicated to supervising the growth and development of the Real Estate Sector on Al Maryah Island and Al Reem Island.
Our core mission is to facilitate a smooth onboarding experience for clients form both international and regional backgrounds, offering support to expedite their business operations and startups.
The Senior Officer-Permits & Real Property Professions is responsible for overseeing the end-to-end administration of real property (RP) professionals within ADGM’s jurisdiction. This role ensures that the registration, monitoring, and compliance processes for RP professionals adhere to the applicable regulations and governance standards. The position also plays a key role in the development of digital solutions and enforcement protocols, working closely with internal departments including Legal, Monitoring, and Enforcement to uphold regulatory integrity and professional conduct in the sector.
Operational Responsibilities
Registration Oversight – Administer the registration process for RP professionals in accordance with ADGM RP regulations and operational procedures.
Registry Management – Maintain, inspect and continuously update the official registry of RP professionals to ensure accuracy, currency, and compliance with ADGM’s regulatory protocols.
Digital Solution Development – Lead the development and implementation of a digital RP professional registry and monitoring system, including integration with a secure payment gateway, in collaboration with ADGM’s designated technology partner(s).
Stakeholder Coordination – Liaise with internal and external stakeholders to ensure consistent application of professional registration standards, foster transparency, and facilitates regulatory awareness across the real estate profession.
Regulatory Protocols & Enforcement – Establish and implement formal procedures and operational protocols for the issuance of warning notices, decision notices, public censure statements, prohibition orders and other enforceable undertakings.
Ancillary Duties
Professional Certification & Permits– Design and implement procedures for the certification and accreditation of RP professionals to ensure all issued permits are validated by recognized licensing authorities and approved certifying bodies.
Continuous Professional Development– Collaborate with government-recognized academic institutions and professional academies to promote continuous professional development and training standards among RP professionals.
Compliance Audits – Conduct and support periodic audits of RP professionals licensed activities in collaboration with ADGM’s Licensing & Incorporation, Monitoring & Enforcement, and Business Operations departments.
Enforcement & Governance – Reports any identified contraventions with detailed documentation to support regulatory actions, including financial penalties or enforcement orders.
Information Security related

  • Understand, adopt, adhere and practice responsibilities or controls as per ADGM Information Security policy and as per best practices explained in the induction and awareness sessions.
  • Confidentiality, Integrity and availability of the ADGM Information shall be maintained at all times i.e. within as well as outside ADGM.

Education

  • A good tertiary degree in real estate law, property and asset management or related field.

Work Experience

  • Minimum 8 years of relevant experience in regulatory operations, professional licensing and real estate governance.

Desirable

  • Solid understanding of RP regulations, licensing frameworks and professional accreditation models.
  • Good knowledge of industry best practice across the various RP professionals.
  • Strong interpersonal skills with the ability to coordinate with internal departments and external partners.
  • Excellent organizational skills with a detail-oriented approach to documentation and registry maintenance.
