Program Director, GTB Digital Transformation – PMO

Job Purpose
The Program Delivery Director is responsible for end‑to‑end project and program management of large‑scale transformation initiatives across CIBG, IBG transformation portfolio. The role provides centralized delivery leadership across business, functional, operational, and technology dimensions, ensuring disciplined planning, execution, governance, and control. The incumbent is responsible for delivering complex corporate and digital banking solutions in line with approved scope, schedule, budget, and quality standards, while meeting internal and external stakeholder expectations. The Program Director leads the planning, estimation, execution, and delivery of GTB and Transformation Office programs and projects, including demand management, budgeting, resourcing, risk management, and delivery governance. The role ensures projects are executed on time, within budget, and to defined quality standards, with oversight of testing strategy and execution, quality and compliance controls, and post‑implementation production stability. The incumbent works closely with business and technology leaders to align change initiatives with the Bank’s strategic objectives and to ensure stakeholder expectations are met. As a member of the Mashreq Bank‑wide Transformation Office, the role actively contributes to the continuous improvement of the Bank’s transformation, delivery, and project management capabilities.
Key Result Areas
- Lead the program transformation office delivery Master Plan incorporating all initiatives defined as pillars of the CIBG/IBG portfolio and develop concrete Project Plans.
- Define milestones, activities, resources, responsibilities, timelines, dependencies, critical paths and contingency actions.
- Agree the master plan with stakeholders and present recommendations to the Steering Committee.
- Coordinate plan execution, including design, development, testing, roll‑out and stabilization.
- Complement the Transformation Program with ecosystem building blocks.
- Manage collaboration of the business case and secure necessary funding through finance teams.
- Maintain accurate, timely reporting to stakeholders.
- Coordinate vendor activities and outputs.
- Design project plans engaging customers following the defined customer journey initiative.
- Execute front‑to‑back transformation initiatives, coordinating front, middle and back‑office participation.
- Ensure consistency and avoid duplication across digital initiatives within the global scope of participating countries.
- Own governance instances, including steering committees and working groups, and manage session organization, documentation, minutes, action items, and progress reporting.
- Work with vendors to ensure technical compliance and provide agile implementation leadership.
- Engage in functional and technical solution design, build/integration, testing, deployment, and maintenance of end‑to‑end solutions.
- Partner with business to understand requirements, align to strategy, and shape solutions.
- Keep up‑to‑date with new technology, standards, protocols and tools relevant to the digital environment.
- Provide technology leadership across mobile/web frameworks, portals, web content management and collaboration platforms.
- Manage programs and stakeholders across various business and operations functional areas.

Interact with stakeholders from business, enabling units, third‑party representatives and senior management. Adhere to project management, information controls and security frameworks/procedures, including change and incident management processes. Provide administrative support to the team, including meetings, knowledge transfer and activity reporting. Brief teams on important project, operational and organizational issues and recognize team achievements.

Knowledge, Skills and Experience
- Over 15 years of PMO experience with evidence of managing complex end‑to‑end system implementations.
- Expert knowledge of digital market trends and proven implementation experience.
- Proficiency in Waterfall, Agile and PMO reporting/tracking tools.
- Cross‑border team management experience.
- Strong business orientation and domain knowledge for user requirements.
- Strong organizational, team‑building and leadership qualities.
