Chief Financial Officer (Base in Beijing) – Asian Infrastructure Investment Bank
The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing Infrastructure for Tomorrow in Asia and beyond. We began operations in Beijing in 2016 and have grown to 110 approved members worldwide. We are capitalized at USD100 billion and AAA‑rated by major international credit rating agencies. The Chief Financial Officer provides strategic and technical leadership in financial and treasury management, ensuring sustainable financial strength, steady growth in financial resources, and safeguarding excellent credit ratings and financial health to support AIIB’s overall mission.

- Culture of innovation: build trust and inspire all staff to create a lean, client‑centric organization aligned with AIIB’s Corporate Strategy and values.
- Lead staff collaboratively, fostering inter‑departmental cooperation and a respectful, inclusive “one Bank” culture while mentoring Directors General.
- Jointly accountable with the Executive Committee (ExCom) for corporate performance and successful execution of the Business Plan and Budget.
- Attract, recruit, and retain talent, ensuring a rigorous approach to training, development, and evaluation.
- Improve employee engagement and motivation through empathy, creativity, and a growth mindset.
- Maintain strong moral and ethical integrity, demonstrating honesty, fairness, and dedication to AIIB’s mission.
- Ensure consistent flow of information to staff via written communication, meetings, and town halls.
- Engage key internal stakeholders to facilitate effective cooperation and coordination across departments.
Management of the Bank
- Member of the ExCom, overseeing strategic direction and corporate performance.
- Ensure quality, accuracy, and timeliness of financial, operational, management, and client data.
- Chair Asset and Liability Management Committee (ALCO) and oversee treasury and controller activities.
- Chair Retirement Plan Board (RPB) and make decisions on retirement plan administration.
- Serve on Investment, Risk, Strategic Information Technology, Budget, and Special Fund Committees.
Specific Portfolio Responsibilities
- Formulate and execute the bank’s financial strategy, aligning with development objectives and capital structure.
- Contribute to long‑term financial projections and budgeting for prudence and sound banking practice.
- Develop and implement financial and treasury policies.
- Oversee financial reporting, internal control framework, and sustainability requirements.
- Guide protection of financial resources and support non‑finance functions in cost‑control initiatives.
- Ensure sound management of credit, market, counterparty, liquidity, and operations risk.
- Engage the Board on financial‑related issues through the Audit and Risk Committee.
- Build strategic dialogues with policymakers, regulators, rating agencies, market participants, auditors, and peer MDB networks.
- Promote innovation and digital transformation within the finance function.
General Representation Responsibilities
- Represent the bank and articulate its strategy among external stakeholders.
- Collaborate with senior management to support closer partnerships with peer MDBs and development finance institutions.
- Engage the Board and members to maintain governance integrity and address client needs.
- Promote policy dialogue on issues of strategic relevance to the bank’s operations.
المتطلبات
- Minimum 20–25 years of leadership experience in MDBs and/or global financial services.
- Master’s degree (or equivalent) in a related field from a reputable university.
- Substantial treasury and accounting experience in the public and/or private sectors.
- Proven experience leading large change or transformation initiatives with tangible results.
- Strong business acumen to identify opportunities and risks aligned with AIIB’s priorities.
- Capability to handle politically sensitive communication in a complex environment.
- Excellent oral and written communication skills in English.
- Excellent interpersonal communication, collaboration, and conflict‑management skills.
- Effective managerial skills, cross‑cultural sensitivity, and ability to manage a diverse team.
