The Central Bank of the UAE (CBUAE) is the supervisory and regulatory authority of the banking and insurance sector in the United Arab Emirates. The CBUAE is responsible for promoting monetary and financial stability and protecting consumers through effective supervision of licensed financial institutions, prudent management of reserves, robust financial infrastructure, and the adoption of digital technologies.
Role Overview
The Central Bank of the UAE is seeking to hire a Vice President – Domestic Capital Market who is responsible for carrying out activities that contribute to the execution of the Reserve and Monetary strategy, specifically in the areas of Monetary Management to ensure the department achieves its mission, goals, and objectives of enhancing the financial stability of the UAE. The role holder takes part in the day‑to‑day operations of Dirham Monetary Framework and participates in the primary issuance of Federal Debt Securities.
المهام الأساسية
- Collaborate with the Public Debt Management Office at the Ministry of Finance (PDMO‑MOF) and other Emirate Government Debt Management Offices (DMOs) to develop the Government securities issuance calendar and market activities.
- Liaise with Public Debt Management Office at the Ministry of Finance (PDMO‑MOF), the Bond Markets Group of Banks and other local Government DMOs to communicate all serious issues pertaining to primary issuance of Federal debt securities and follow up on agreed recommendations.
- Represent the Domestic Capital Market sections and CBUAE in various events and seminars related to monetary management and liquidity.
- Support the preparation of periodic reports reviewing current monetary operations, tools being used to conduct them and evaluate the efficiency of these tools/instruments in achieving their policy objectives.
- Conduct regular reviews of financial market conditions and recent monetary developments.
- Support the preparation of presentations, conferences and workshops, by providing relevant findings, analysis of domestic and international money markets liquidity and interest rates.
- Ensure compliance with the approved monetary management framework for the UAE Financial Markets.
- Research and review local macro‑economic trends and related geostrategic events and how they interact with the global economy.
- Maintain datasets covering relevant macroeconomic variables.
- Support daily monetary operations using Dirham Monetary Framework tools (i.e. Standing Facilities, Structural, Fine‑Tuning, and Liquidity Insurance Operations along with Government related services).
- Analyze new systems and strategies to support the conduct of daily operations and support management in issuance of securities issued by Federal Government in coordination with Federal PDMO.
- Support the achievement of the average overnight liquidity surplus targets set by the Monetary Policy through open market operations.
- Support the issuance programs of securities issued by the CBUAE.
- Provide input into reports regarding liquidity that can be used by the CBUAE to manage the liquidity in the UAE Financial Markets.
- Provide monetary data for internal and external parties including domestic financial institutions, the IMF and other international financial institutions as required within the policies of the Central Bank regarding data disclosure.
- Perform any other duties outside the scope as and when required.
Qualifications and Experience
- Bachelor’s or Master’s degree in Economics, Finance, or a related field.
- Any relevant professional certifications.
- 7+ years of experience in a similar role including Money markets and FX Operations.
- UAE‑specific experience with familiarity of UAE markets and regulations is desirable.
- Familiarity with international financial markets.
- Strong analytical skills.
- Knowledge and understanding of the various monetary management tools and their use.
- Experience in dealing and trading in money and capital markets.
- Good interpersonal verbal and written communication skills.
