The role requires exceptional costing expertise, strong analytical capability, and the ability to manage clients, consultants, and contractors. Estimation <\/h3>\n<ul>\n<li>Prepare detailed cost plans, elemental estimates, and rate build\u2011ups for buildings, infrastructure, and MEP works. <\/li>\n<li>Develop pre\u2011tender estimates, budgetary assessments, and value\u2011engineering proposals. <\/li>\n<li>Maintain and update cost databases, benchmark rates, and market intelligence for UAE, KSA, and GCC. <\/li>\n<li>Review design drawings, specifications, and tender documents to identify cost risks and opportunities. <\/li>\n<li>Provide commercial advice during concept, schematic, and detailed design stages. <\/li>\n<\/ul>\n<h3>Pre\u2011Contract QS <\/h3>\n<ul>\n<li>Lead BOQ preparation in accordance with international and local measurement standards (POMI, CESMM, NRM). <\/li>\n<li>Conduct detailed quantity take\u2011offs and verify design quantities prepared by junior QS teams. <\/li>\n<li>Manage tender processes, including RFIs, addendums, clarifications, and bid evaluations. <\/li>\n<li>Prepare tender analysis reports, commercial recommendations, and negotiation support. <\/li>\n<\/ul>\n<h3>Post\u2011Contract &#038; Commercial Management <\/h3>\n<ul>\n<li>Review and certify contractor payment applications, variations, and claims. <\/li>\n<li>Prepare cost reports, cash\u2011flow forecasts, and budget tracking dashboards. <\/li>\n<li>Lead commercial meetings with clients, contractors, and consultants. <\/li>\n<li>Evaluate change orders, assess entitlement, and prepare commercial justifications. <\/li>\n<li>Support contract administration, including notices, correspondence, and risk registers. <\/li>\n<\/ul>\n<h3>Client &#038; Stakeholder Management <\/h3>\n<ul>\n<li>Act as the primary commercial point of contact for clients. <\/li>\n<li>Present cost plans, commercial reports, and value\u2011engineering options confidently. <\/li>\n<li>Coordinate with design consultants, project managers, and site teams to ensure commercial alignment. <\/li>\n<li>Provide strategic commercial advice to support decision\u2011making. <\/li>\n<\/ul>\n<h3>Required Skills &#038;
