Functional Responsibilities <\/h3>\n<h3>Policy Development &#038; Governance <\/h3>\n<ul>\n<li>Develop strategic objectives, initiatives, and projects in coordination with relevant entities. <\/li>\n<li>Oversee preparation of organizational policies and operational procedures. <\/li>\n<li>Propose performance indicators and monitor implementation. <\/li>\n<li>Lead development of sectoral policies in collaboration with technical sectors. <\/li>\n<li>Monitor legislative changes and trends affecting public policies and propose amendments. <\/li>\n<li>Oversee drafting and updating of policy frameworks and standards. <\/li>\n<\/ul>\n<h3>Research &#038; Strategy <\/h3>\n<ul>\n<li>Direct and prioritize research aligned with strategic planning. <\/li>\n<li>Lead complex research initiatives (quantitative, qualitative, different methods, applied research). <\/li>\n<li>Develop an integrated annual research work plan linked to institutional objectives. <\/li>\n<li>Oversee design of research tools and ensure data quality and reliability. <\/li>\n<li>Review analytical studies and reports (foresight studies, sector reports). <\/li>\n<li>Lead big data analysis and interpret findings for decision-making. <\/li>\n<li>Oversee policy impact assessments and submit evidence-based recommendations. <\/li>\n<\/ul>\n<h3>Performance &#038; Risk Management <\/h3>\n<ul>\n<li>Guide teams in developing performance reports and addressing operational challenges. <\/li>\n<li>Oversee risk management related to departmental activities and propose mitigation plans. <\/li>\n<li>Represent the department in innovation and institutional excellence committees. <\/li>\n<li>Ensure compliance with information security, occupational safety, and environmental policies. <\/li>\n<\/ul>\n<h3>2. Operational Responsibilities <\/h3>\n<ul>\n<li>Ensure timely delivery of data and reports to leadership. <\/li>\n<li>Provide recommendations on operational improvements and continuous improvement initiatives. <\/li>\n<li>Monitor monthly and quarterly performance results. <\/li>\n<li>Identify performance gaps and lead corrective action plans addressing root causes. <\/li>\n<li>Oversee department KPIs and targets, ensuring alignment with sector strategy. <\/li>\n<\/ul>\n<h3>3. Financial Management <\/h3>\n<ul>\n<li>Manage departmental budget allocation and ensure compliance with approved plans. <\/li>\n<li>Identify and address non-compliance issues in a timely manner. <\/li>\n<li>Consolidate staff budget inputs. <\/li>\n<li>Prepare and submit the department budget for leadership approval. <\/li>\n<\/ul>\n<h3>4.
