As a large organisation, it offers a structured and professional work environment with a strong focus on achieving excellence. <\/p>\n<h3>\u0627\u0644\u0648\u0635\u0641 <\/h3>\n<h3>Portfolio &#038; Program Leadership <\/h3>\n<ul>\n<li>Lead the end-to-end project lifecycle (feasibility, design management, cost planning, procurement, execution, commissioning, handover). <\/li>\n<li>Build and deliver the annual CAPEX plan for asset upgrades and lifecycle replacements (MEP-heavy: elevators\/escalators, chillers, switchgear, UPS, BMS, FA\/LP, HVAC, metering, etc.). <\/li>\n<li>Prioritize initiatives by ROI, criticality, regulatory need, tenant impact, and asset value uplift. <\/li>\n<li>Direct refurbishment, LL works, landlord\/tenant fit-outs, and energy optimization initiatives to reduce OPEX and improve uptime. <\/li>\n<li>Ensure safe delivery in line with HSE and local authority approvals (Dubai Municipality, Civil Defense, utility providers). <\/li>\n<\/ul>\n<h3>Consultant &#038; Vendor Oversight <\/h3>\n<ul>\n<li>Select, brief, and manage engineering consultants, FM providers, and specialist contractors. <\/li>\n<li>Review and challenge drawings, specifications, BOQs, method statements, and technical submittals. <\/li>\n<li>Re-engineer project approaches where value, quality, or program are at risk; drive VE (value engineering) while protecting performance. <\/li>\n<li>Ensure rigorous site supervision, quality assurance, and defect closure. <\/li>\n<\/ul>\n<h3>Governance, Contract &#038; Commercial Management <\/h3>\n<ul>\n<li>Lead tendering, bid evaluation, risk allocation, negotiation, and award in line with policy. <\/li>\n<li>Align with FIDIC and internal procurement frameworks; ensure transparent project controls, change control, and reporting cadences. <\/li>\n<li>Establish and track KPIs (on-time\/on-budget, variation management, schedule adherence, earned value, safety, and asset availability). <\/li>\n<li>Produce executive dashboards, business cases, and board papers; own project health metrics. <\/li>\n<\/ul>\n<h3>Strategic &#038; Cross-Functional Leadership <\/h3>\n<ul>\n<li>Shape the projects &#038; engineering strategy, operating model, and departmental KPIs. <\/li>\n<li>Partner with Asset\/Property Management, FM, Leasing, Finance, Legal, and ESG to align projects to portfolio strategy and tenant experience. <\/li>\n<li>Drive sustainability (retrofits, consumption reduction, LEED\/BREEAM-aligned upgrades where relevant). <\/li>\n<\/ul>\n<h3>\u0627\u0644\u0645\u0644\u0641 \u0627\u0644\u0634\u062e\u0635\u064a <\/h3>\n<ul>\n<li>Bachelor&#8217;s in Mechanical\/Electrical\/Building Services Engineering; Master&#8217;s preferred. <\/li>\n<li>Professional certifications advantageous: PMP\/PRINCE2, RICS, IFMA CFM, CEM\/CMVP. <\/li>\n<li>12-18+ years in client\/developer-side project leadership. <\/li>\n<li>Strong track record in refurbishment, lifecycle upgrades, and FM-driven projects across commercial, residential, retail, hospitality, or mixed-use assets. <\/li>\n<li>Solid experience with MEP systems, design reviews, and technical assurance. <\/li>\n<li>Proven command of tenders, FIDIC contracts, procurement, and project controls. <\/li>\n<li>GCC experience essential; KSA exposure advantageous. <\/li>\n<\/ul>\n<h3>Job Offer <\/h3>\n<p>This is a unique opportunity to join a leading organisation in the property industry and contribute to the success of high-profile projects.
