The role provides independent second-line assurance over the effectiveness, consistency and regulatory compliance of both second line and first-line financial crime controls (AML, CFT, sanctions, KYC\/CDD, transaction monitoring and name screening included). <\/p>\n<h3>Principal Accountabilities <\/h3>\n<h3>1. QA Framework &#038; Governance <\/h3>\n<p>Develop, implement, and maintain the FCC QA methodology, standards, and procedures aligned with: <\/p>\n<ul>\n<li>UAE Central Bank regulations <\/li>\n<li>FATF recommendations <\/li>\n<li>Internal compliance policies <\/li>\n<\/ul>\n<p>Ensure QA framework reflects a risk-based approach, prioritising higher-risk business areas and products. <\/p>\n<p>Maintain independence from first-line operational execution. <\/p>\n<h3>2. Annual QA Plan <\/h3>\n<p>Develop and obtain approval for the annual QA plan, aligned to: <\/p>\n<ul>\n<li>Enterprise-wide financial crime risk assessment <\/li>\n<li>Regulatory priorities <\/li>\n<li>Internal audit findings and historical issues <\/li>\n<\/ul>\n<p>Ensure dynamic updates to the plan based on emerging risks or regulatory developments. <\/p>\n<p>Track execution against plan and provide periodic status reporting. <\/p>\n<h3>3. Execution of QA Reviews <\/h3>\n<p>Lead and oversee QA reviews across key FCC domains: <\/p>\n<ul>\n<li>Customer Due Diligence (CDD\/KYC) <\/li>\n<li>Enhanced Due Diligence (EDD) <\/li>\n<li>Transaction Monitoring <\/li>\n<li>Sanctions Screening <\/li>\n<li>Suspicious Activity Reporting (SAR\/STR) <\/li>\n<\/ul>\n<p>Conduct: <\/p>\n<ul>\n<li>File reviews <\/li>\n<li>Process walkthroughs <\/li>\n<li>Control testing <\/li>\n<\/ul>\n<p>Ensure sampling methodologies are statistically valid and risk-based. <\/p>\n<p>Assess: <\/p>\n<ul>\n<li>Quality, completeness, and accuracy of first-line decisions <\/li>\n<li>Adherence to internal policies and regulatory requirements <\/li>\n<\/ul>\n<h3>4. First Line of Defense Review <\/h3>\n<p>Evaluate effectiveness of first-line controls and processes, including: <\/p>\n<ul>\n<li>Onboarding procedures <\/li>\n<li>Ongoing monitoring frameworks <\/li>\n<li>Alert handling and escalation <\/li>\n<\/ul>\n<p>Identify control gaps, process inefficiencies, and inconsistencies in application. <\/p>\n<p>Challenge first-line practices constructively while maintaining independence. <\/p>\n<h3>5. Issue Identification &#038; Remediation <\/h3>\n<ul>\n<li>Document findings with clear root cause analysis and risk impact assessment. <\/li>\n<li>Classify issues (e.g., high\/medium\/low severity) based on regulatory and financial crime risk exposure. <\/li>\n<li>Track remediation actions and validate closure. <\/li>\n<li>Escalate significant or systemic issues to CCO and relevant governance forums. <\/li>\n<\/ul>\n<h3>6. Reporting &#038; MI <\/h3>\n<p>Produce high-quality management information (MI) and dashboards, including: <\/p>\n<ul>\n<li>QA results and trends <\/li>\n<li>Thematic issues <\/li>\n<li>Repeat findings <\/li>\n<\/ul>\n<p>Provide regular reporting to: <\/p>\n<ul>\n<li>Chief Compliance Officer <\/li>\n<li>Compliance Committee and or to the Board <\/li>\n<\/ul>\n<p>Highlight emerging risks and control weaknesses proactively. <\/p>\n<h3>7. Stakeholder Management <\/h3>\n<p>Engage with: <\/p>\n<ul>\n<li>First Line (Operations, Business Units) <\/li>\n<li>Second Line (Compliance Advisory, Risk) <\/li>\n<li>Internal Audit <\/li>\n<\/ul>\n<p>Act as a subject matter expert on FCC quality and control effectiveness. <\/p>\n<p>Support regulatory reviews and inspections as required. <\/p>\n<h3>8. Continuous Improvement <\/h3>\n<p>Drive enhancements in FCC controls based on QA insights. <\/p>\n<p>Benchmark QA practices against international standards and peer institutions. <\/p>\n<p>Leverage data analytics and technology to improve QA efficiency and coverage. <\/p>\n<h3>9.
