About the Opportunity <\/h3>\n

We are a recruitment agency partnering with a fintech company that is launching a regulated cryptocurrency exchange in the United Arab Emirates. <\/p>\n

Our client is currently in the final stages of obtaining a Capital Markets Authority (CMA) license and is building out its core leadership team as part of the regulatory approval process. <\/p>\n

The business is backed by founders with a proven track record of building and scaling a profitable crypto exchange operating in the CIS region. The new platform will leverage an already-tested technology stack and operational model, with a clear 5-year growth strategy and an ambition to reach IPO. <\/p>\n

We are now looking for a Head of Treasury \u2014 a key senior management function holder who will be responsible for liquidity, client asset safeguarding, and treasury operations, with direct accountability to the regulator. <\/p>\n

Role Overview <\/h3>\n

This is a critical regulatory and operational leadership role, responsible for ensuring: <\/p>\n

    \n
  • Full protection and segregation of client assets <\/li>\n
  • Strong liquidity management across fiat and digital assets <\/li>\n
  • Compliance with CMA requirements and regulatory standards <\/li>\n<\/ul>\n

    You will act as a designated senior manager accountable to the regulator and play a key role in building the treasury function from the ground up. <\/p>\n

    What You Will Be Doing <\/h3>\n

    Treasury Strategy & Liquidity <\/h3>\n
      \n
    • Define and execute treasury strategy aligned with regulatory and business requirements <\/li>\n
    • Manage liquidity across fiat and digital assets <\/li>\n
    • Design liquidity buffers for normal operations and stress scenarios <\/li>\n
    • Implement stress testing and contingency funding plans <\/li>\n<\/ul>\n

      Client Asset Safeguarding & Custody <\/h3>\n
        \n
      • Design and implement client asset segregation frameworks (client vs company funds) <\/li>\n
      • Oversee custody setup, wallet structures, and banking arrangements <\/li>\n
      • Ensure accurate reconciliation between: <\/li>\n
      • on-chain vs off-chain balances <\/li>\n
      • internal ledgers vs external custodians\/banks <\/li>\n<\/ul>\n

        Treasury Operations <\/h3>\n
          \n
        • Oversee daily treasury activities: <\/li>\n
        • cash management <\/li>\n
        • crypto asset transfers <\/li>\n
        • settlements <\/li>\n
        • Implement dual control, approval workflows, and access controls <\/li>\n
        • Manage relationships with banks, custodians, PSPs, and liquidity providers <\/li>\n
        • Establish and maintain treasury-related policies: <\/li>\n
        • Treasury Policy <\/li>\n
        • Client Asset Safeguarding Policy <\/li>\n
        • Liquidity Risk Management Policy <\/li>\n
        • Ensure policies are CMA-compliant and board-approved <\/li>\n
        • Provide regular reporting to senior management and the Board on liquidity position, asset balances, and treasury risks <\/li>\n
        • Identify and manage treasury-related risks: <\/li>\n
        • counterparty <\/li>\n
        • custody and operational risks <\/li>\n
        • Define risk appetite and exposure limits <\/li>\n
        • Monitor counterparties and financial partners <\/li>\n<\/ul>\n

          Regulatory & Compliance <\/h3>\n

          • Act as a key point of contact with the CMA <\/li>\n
          • Support regulatory inspections, audits, and reporting <\/li>\n
          • Ensure compliance with client asset protection and operational control requirements <\/li>\n<\/ul>\n

            Must-Have Requirements <\/h3>\n
              \n
            • 10+ years of experience in treasury, finance, or asset management <\/li>\n
            • 5+ years in a leadership role (Head \/ Director level) <\/li>\n
            • Experience in a regulated financial environment: <\/li>\n
            • banking <\/li>\n
            • fintech \/ payment providers <\/li>\n
            • brokerage (FX \/ CFD) <\/li>\n
            • Strong experience with: <\/li>\n
            • liquidity management <\/li>\n
            • client asset safeguarding \/ client money <\/li>\n
            • treasury operations and settlements <\/li>\n
            • Experience working under financial services regulation (CMA, FCA, MAS, DFSA, or equivalent) <\/li>\n
            • Hands\u2011on approach with strong ownership and accountability <\/li>\n<\/ul>\n

              • Experience in crypto exchanges or digital asset platforms <\/li>\n
              • Familiarity with custody solutions (wallets, MPC, custodians) <\/li>\n

                This role is not suitable for candidates with: <\/p>\n

                • purely corporate treasury background (e.g. internal cash management, FX hedging) <\/li>\n
                • accounting-focused roles without exposure to client funds <\/li>\n
                • no experience in regulated financial environments <\/li>\n<\/ul>\n

                  Location & Relocation <\/h3>\n

                  • This is an on\u2011site role in Abu Dhabi due to regulatory requirements <\/li>\n
                  • Candidates should either: <\/li>\n
                  • already be based in the UAE <\/li>\n
                  • or be open to relocation <\/li>\n

                    Compensation <\/h3>\n
