This role is accountable for the end-to\u2011to\u2011lifecycle ownership of plant operations, maintenance, and successful commissioning of water and wastewater treatment plants. The position requires the ability to orchestrate multi\u2011disciplinary teams, maintain high standards of compliance, safety, and performance, and ensure flawless handover to clients or asset owners. <\/p>\n<p>The incumbent shall act as the single point of accountability for uptime, operational efficiency, and performance reliability of all assigned assets while simultaneously delivering commissioning excellence during new project rollouts. <\/p>\n<h3>Job Role <\/h3>\n<p>O&#038;M Manager with Additional Responsibility as Commissioning Engineer <\/p>\n<h3>Primary Responsibilities <\/h3>\n<ul>\n<li><b>A. Operations &#038; Maintenance (O&#038;M) Management \u2013 Full Ownership of Plant Performance <\/b>\n<ul>\n<li><b>1. Operational Excellence &#038; Uptime Assurance <\/b>\n<ul>\n<li>Take full ownership of the 24\/7 plant operation ensuring uninterrupted treatment processes across STP, MBR, MBBR, UF, RO and other process technologies. <\/li>\n<li>Drive KPI\u2011based monitoring including throughput, recovery ratio, energy consumption, chemical usage and OPEX per m\u00b3 of water treated. <\/li>\n<li>Identify bottlenecks, inefficiencies and non\u2011conformities in real\u2011time and implement corrective and preventive actions (CAPA) to optimize process performance. <\/li>\n<li>Maintain consistent process quality output aligned with statutory compliance and client service level agreements (SLAs). <\/li>\n<\/ul>\n<\/li>\n<li><b>2. Preventive and Predictive Maintenance <\/b>\n<ul>\n<li>Develop and implement comprehensive maintenance programs including preventive, predictive and condition\u2011based strategies for all mechanical, electrical and instrumentation assets. <\/li>\n<li>Monitor asset health and schedule planned shutdowns with minimal impact on operations. <\/li>\n<li>Ensure availability and stock management of critical spares, consumables and chemicals through digitalised inventory systems. <\/li>\n<\/ul>\n<\/li>\n<li><b>3. Manpower Leadership &#038; HSE Compliance <\/b>\n<ul>\n<li>Lead a multi\u2011disciplinary team of operators, technicians, supervisors and engineers ensuring their roles are well\u2011defined, trained and monitored. <\/li>\n<li>Conduct performance evaluations, on\u2011site coaching, technical trainings and team motivation to foster ownership at all levels. <\/li>\n<li>Ensure 100% compliance with all local and international HSE standards implementing a zero\u2011incident culture, near\u2011miss tracking and safety drills. <\/li>\n<li>Serve as the HSE custodian on\u2011site enforcing permit\u2011to\u2011work systems, confined space entry, lockout\u2011tagout procedures and MSDS adherence. <\/li>\n<\/ul>\n<\/li>\n<li><b>4. Process Data Reporting &#038; Client Interaction <\/b>\n<ul>\n<li>Generate daily, weekly and monthly plant performance dashboards highlighting key trends, deviations and improvement areas. <\/li>\n<li>Present O&#038;M results in structured formats to senior management and external stakeholders. <\/li>\n<li>Serve as the client\u2011facing technical lead attending review meetings, audits and progress reviews with a proactive problem\u2011solving mindset. <\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><b>B. Commissioning Engineering Accountability from Mechanical Completion to Final Handover <\/b>\n<ul>\n<li><b>1. Project Transition and Design Validation <\/b>\n<ul>\n<li>Act as the first technical point of contact during project transition from engineering to commissioning. <\/li>\n<li>Validate P&#038;IDs, GA drawings, BOQs and process design documents for constructability and operability gaps. <\/li>\n<li>Provide inputs to PLC\/SCADA programmers to ensure control philosophy aligns with operational practicality and safety. <\/li>\n<\/ul>\n<\/li>\n<li><b>2. Pre\u2011Commissioning &#038; Mechanical Completion <\/b>\n<ul>\n<li>Prepare commissioning documents, commissioning checklists, inspection test plans (ITPs), calibration reports and quality dossiers. <\/li>\n<li>Lead pre\u2011commissioning activities including loop testing, pressure testing, flushing, alignment checks, leak tests and documentation verification. <\/li>\n<li>Coordinate with QA\/QC, safety and civil teams to certify readiness for commissioning with comprehensive checklists and ITPs. <\/li>\n<\/ul>\n<\/li>\n<li><b>3. Cold &#038; Hot Commissioning Activities <\/b>\n<ul>\n<li>Execute cold commissioning to verify mechanical and electrical integrity. <\/li>\n<li>Conduct hot commissioning with actual loading, operational tuning and chemical dosing to meet design KPIs (TSS, COD, BOD, turbidity, recovery % etc.). <\/li>\n<li>Ensure adherence to process manuals, equipment O&#038;M manuals and commissioning protocols. <\/li>\n<\/ul>\n<\/li>\n<li><b>4. Performance Testing &#038; Client Acceptance <\/b>\n<ul>\n<li>Run Performance Guarantee Tests (PGT) and operational demonstrations with calibrated instruments and validated analyzers. <\/li>\n<li>Prepare and submit commissioning dossiers including signed test sheets, punch\u2011point closures, DLP schedules and as\u2011built documentation. <\/li>\n<li>Obtain provisional and final acceptance certificates from the client with zero disputes or liquidated damages. <\/li>\n<\/ul>\n<\/li>\n<li><b>5. Knowledge Transfer &#038; Post\u2011Handover Support <\/b>\n<ul>\n<li>Conduct training sessions for client teams on plant operations, maintenance procedures, HMI\/SCADA usage and emergency handling. <\/li>\n<li>Maintain support during Defects Liability Period (DLP) and continue monitoring until stable handover. <\/li>\n<\/ul>\n<\/li>\n<li><b>6. Core Competencies Required <\/b>\n<ul>\n<li>Process Mastery: Deep knowledge of treatment technologies (MBBR, MBR, SWRO, BWRO, HBRO, UF, Filtration, DEMIN, Brine Recovery, etc.). <\/li>\n<li>Control &#038; Instrumentation: Proficiency in PLC\/SCADA systems, loop diagrams, HART\/Modbus protocols and cause\u2011effect matrices. <\/li>\n<li>Multi\u2011Project Handling: Proven experience managing multiple concurrent projects across international geographies under pressure. <\/li>\n<li>Documentation &#038; QA\/QC: Expertise in commissioning checklists, inspection test plans (ITPs), calibration reports and quality dossiers. <\/li>\n<li>Client Management: Professional in handling high\u2011stakes technical meetings, audits and authority approvals with tact and credibility. <\/li>\n<li>Leadership &#038;
