Role Objective: Develop and implement company-wide quality, health, safety and environmental strategies and policies, ensuring alignment with operational and project goals. Drives a strong safety and quality culture across all sites, provides leadership to QHSE teams, and enforces compliance with local regulations and international standards.
Detailed Roles & Responsibilities
QHSE Strategy & Leadership
- Develop and implement the company-wide QHSE strategy and policies.
- Promote a strong safety culture and quality mindset across all projects and departments.
- Provide leadership and direction to QHSE teams across all project sites.
Health & Safety Management
- Ensure compliance with local regulations, international standards, and company HSE policies.
- Monitor safety performance and implement preventive and corrective actions.
- Investigate incidents, accidents, and near misses, and implement corrective measures.
Quality Management
- Establish and maintain the Quality Management System (QMS).
- Oversee quality inspections, testing, and audits.
- Ensure proper implementation of Inspection and Test Plans (ITP).
Environmental Management
- Ensure compliance with environmental laws and sustainability requirements.
- Develop and implement Environmental Management Plans (EMP).
- Monitor environmental impacts related to:
- Waste management
- Emissions
- Resource usage
Regulatory & Authority Compliance
- Ensure compliance with government regulations and authority requirements.
- Coordinate with local authorities and regulatory bodies regarding HSE matters.
QHSE Audits & Inspections
- Conduct internal QHSE audits across projects and departments.
- Prepare projects for external audits and certifications.
- Ensure proper implementation of corrective and preventive actions (CAPA).
Training & Competency Development
- Develop and implement QHSE training programs for staff and site workers.
- Ensure proper HSE inductions and competency certifications.
Incident Management & Investigation
- Lead investigations of Accidents, Near misses, Safety violations.
- Prepare incident reports and root cause analysis.
- Implement corrective actions to prevent recurrence.
Documentation & Reporting
- Maintain QHSE documentation including:
- Policies
- Procedures
- Risk registers
- Audit reports
- Prepare monthly QHSE reports for senior management.
- Track and monitor QHSE KPIs across projects.
Certification & Management Systems
- Manage and maintain company certifications such as:
- ISO 9001 – Quality Management
- ISO 14001 – Environmental Management
- ISO 45001 – Occupational Health & Safety
- Ensure compliance with integrated management systems (IMS).

- Advanced knowledge of Occupational Health & Safety systems.
- Ability to develop and implement HSE Management Plans for construction projects.
- Strong understanding of:
- Hazard Identification (HAZID)
- Risk Assessment (HIRA / JSA)
- Method Statement safety reviews
- Expertise in construction safety procedures.
Quality Management Systems (QMS)
- Deep knowledge of Quality Assurance and Quality Control (QA/QC) systems.
- Ability to implement and monitor:
- Inspection and Test Plans (ITP)
- Method Statements
- Material inspections
- Site quality audits
- Strong knowledge of construction specifications and standards.
Environmental Management Systems
- Knowledge of environmental impact assessment in construction projects.
- Ability to develop and implement:
- Environmental Management Plans (EMP)
- Waste management procedures
- Pollution prevention measures
- Understanding of sustainability practices in construction.
ISO Management Systems
- Strong expertise in Integrated Management Systems (IMS) including:
- ISO 9001 – Quality Management
- ISO 14001 – Environmental Management
- ISO 45001 – Occupational Health & Safety
- Ability to lead ISO certification audits and system implementation.
Incident Investigation & Root Cause Analysis
- Expertise in:
- Accident investigation techniques
- Root cause analysis methods such as 5 Why analysis and Fishbone diagram
- Ability to implement corrective and preventive actions (CAPA).
Construction Safety Engineering
- Technical knowledge of high-risk construction activities, including:
- Work at height
- Lifting operations
- Excavation works
- Confined space entry
- Heavy equipment operations
- Ability to review lifting plans and safety method statements.
Audit & Compliance Management
- Ability to conduct:
- Internal audits
- Site inspections
- Compliance assessments
- Knowledge of international and local safety regulations.
Risk Management
- Ability to identify and manage:
- Safety risks
- Environmental risks
- Quality risks
- Experience in maintaining risk registers and mitigation strategies.
Construction Quality Control
- Knowledge of:
- Concrete testing
- Structural inspections
- Material compliance
- Finishing quality standards
- Ability to control non-conformance reports (NCRs) and corrective actions.
Authority Regulations & Compliance
- Familiarity with local authority safety regulations and codes.
- Experience coordinating with:
- Government safety inspectors
- Environmental authorities
- Regulatory bodies
- Construction forensic investigation
- Safety culture transformation programs
- Digital safety monitoring systems
- Sustainability and ESG implementation
