The Commissioning Manager reports to the Project Director (or his designee) and the EPC Commissioning Manager for Quality Management System compliance.

Role Description

  • Responsible for HSE and QAQC compliant approaches to define and execute all scopes of work.
  • Responsible for managing and achieving all commissioning, start-up, initial operations activities and performance tests. This includes all preparatory engineering up to and including handover certification.
  • Responsible for commissioning strategies that reduce the risk of interruption of operational effectiveness of the asset from start-up onwards.
  • Responsible to optimize project execution schedule at the right junctures to minimize risk to operational effectiveness.
  • Interact with project stakeholders to expedite transfers of custody throughout project execution. Notably construction as a predecessor and operations as a successor.
  • Drive all subcontractors, vendors and specialist subcontractors to deliver their scopes of work from mechanical completion up to and including performance testing.
  • Provide day to day guidance to the commissioning team and stakeholders to achieve the project schedule.
  • Define and execute work packages for Hook-up (de-preservation, removal of transportation / sea fastening aids, construction activities) and commissioning scopes of work offshore.
  • Ensure offshore work package planning is coordination with persons responsible for onshore logistics and Marine spreads, ensuring that all needs offshore are accounted for.
  • Perform the role of Offshore Installation Manager during the Hook-up and offshore commissioning phase of work.

Training

  • Offshore training for German / EU coastal waters. DDW will supplement training where necessary.

Responsibilities Include

  • Active leadership in DDWD zero harm ensuring both process and personal safety as well as environmental and health standards are achieved on the jobsite.
  • Compliance to the Quality management system and necessary tailoring for project and client needs.
  • Own project specific commissioning test procedures ensuring that commissioning leads deliver these procedures to a consistent standard.
  • Own all procedures, management related and execution related.
  • Contribute to constructability concepts for commissioning by working with Engineering and Construction to realise these.
  • Lead the progression through ‘livening up’ and parallel path activities and control the associated hazards.
  • Ensure the Permit to Work system is used effectively by the commissioning team for livening up, lock out tag out etc. as part of work planning and execution.
  • Develop concepts to reduce punch lists / open items in predecessor and successor activities.
  • Interface with Regulatory bodies to ensure requirements are incorporated, planned and adequately demonstrated.
  • Directly oversee all commissioning leads at the jobsite.
  • Lead the definition of the overall completions and commissioning scope of work, execute and maintain all systems until handover to operations is achieved.
  • Facilitate transfers of custody with joint walkdowns and adequate participation of the commissioning team.
  • Ensure management of change is adhered to by all commissioning leads and their reports.
  • Control the completions and commissioning budget and the mobilization of all identified resources within the budget to execute the project schedule.
  • Drive tightness and cleanliness compliance with contractors and Piping Process Service providers.
  • Provide assurance and oversight of client contractors.
  • Ensure first fills are compiled into a register ready for handover to operations and that all fills are conducted as per Original Equipment Manufacturer Installation and Operation Maintenance Manual requirements.
  • Ensure all progress reporting / KPIs are updated per specified frequencies.
  • Ensure all completion and commissioning documents are entered into the project completion commissioning management system database.
  • Coordinate all matters arising that may require the support of Engineering, suppliers, client and or operations.
  • Ensure disposal of hazardous substances or waste generated during all phases of commissioning including waste segregation.

Experience

  • 15 years post graduate or Apprenticeship experience in the Marine or Renewables sector. Oil and Gas experience welcomed.
  • 5 plus years in the role of a Lead commissioning engineer or Operation (for e.g. Chief Engineer).
  • 5 plus years in the role as Commissioning Manager.
